A Web-Based Public-Sector Portal Streamlines Every Aspect of the Recruiting Process Through a Collaborative Environment


Challenge

In October 2004, faced with the challenge of a large-scale recruitment project with relatively short turnaround, representatives of the Ontario Ministry of Transportation approached CNC Global Ltd.

CNC Global provides customized IT recruitment and recruitment-process-outsourcing solutions. Its recruitment network consists of 260 staffing specialists and support staff in 11 branches across Canada, a proprietary database of 300,000 pre-screened candidates and 80 vendor partners. In May 2006, CNC Global was acquired by the Vedior Group of Companies, the third-largest staffing group in the world.

What the Ontario Ministry of Transportation needed was a way to manage, streamline and expedite the paper resume-based recruitment process it would be using for its large project in compliance with Ontario Public Sector (OPS) staffing requirements.

With 100 hiring competitions in the offing and 226 vacant positions, the ministry wanted to ensure that recruiters, executives and hiring managers involved would obtain the desired results despite the staggering influx of paper from the 25,000 candidates who were expected to respond.

The Ministry of Transportation's CIO recognized the benefits of an outsourced online solution based on CNC Global's CONNECT Web-based CRM/applicant tracking system. CNC Global also identified the business potential of developing a solution that could be taken to the market to respond to the recruiting needs of other public-sector clients.

With the Ministry of Transportation's CIO managing the process and leading the development project, the following key objectives were defined:

  • Enable the hiring of more than 220 full-time IT employees across two Ontario ministries within 14 months;
  • Create a collaborative environment in which all stakeholders could participate and monitor the recruiting process;
  • Minimize paper and administrative work through online process flows, collaboration and a central database;
  • Ensure that the project remained within the timeframes and budget constraints outlined by clients;
  • Ensure compliance with strict public-sector staffing practices and union requirements;
  • Provide real-time access to reporting and data to accurately measure the project results;
  • Provide a recruiting solution that could continue to be used by the clients in future recruitment efforts.

Solution

The OPS CONNECT Web-based public sector portal streamlines every aspect of the recruiting process, from position approvals and candidate applications to candidate selection and reporting, though a collaborative, online environment.

The solution provides:

  • Process transparency, collaboration, and participation through stakeholder access to every aspect of the recruiting process;
  • Online receipt and sorting of candidate applications under specific job requirements;
  • Online application screening of candidate applications. Hiring managers view up-to-date applicant information, including assessment notes and scores, and a full version of each applicant's resume and "on the spot" statistical reporting;
  • Online scoring of candidates in accordance with criteria established for each job competition;
  • A permanent repository of all competition data, customized to include all evaluation categories defined by the client, hiring managers and other stakeholders;
  • Ontario Disabilities Act compliance.

Results

The recruitment process, powered by OPS CONNECT, produced outstanding results for the two ministries' initiatives.

It enabled the project's stakeholders to achieve a 99-per-cent hire rate, fill 223 out of 226 positions and achieve $1.3 million in process time savings and an estimated $2 million in cost savings over traditional fee-based recruiting models.

Time to hire was reduced to six weeks from 12. The retention rate for these hires is 98 per cent after one year. There was only one grievance out of 25,000 applications. Based on the successful outcome of this major hiring initiative, CNC Global now hosts the OPS CONNECT portal on behalf of five other client ministries within the Ontario government, providing Web-site branding and customized recruitment process modification for each discrete ministry.

Innovative Use of Technology

Great attention was invested in defining rules-based sorting criteria. Careful use of this capability resulted in a process that was 100-per-cent compliant with OPS and union hiring regulations, thereby reducing the number of grievances filed and their accompanying costs.

OPS CONNECT is a scalable application based on an open Web-based architecture, which gives access to the application from any location with a computer, standard Web browser and Internet access. The application code is written using Microsoft ASP, VB Script, JavaScript, SQL and XML. The application environment uses the Windows 2003 Advanced Server operating system, Microsoft IIS, and Microsoft SQL 2000 database servers.
